년 7월 12일 ~ )는 파키스탄의 여성 인권
운동가이다.
[내력]
2009년, 11세의 나이에 이슬람 원리주의 무
장 세력 탈레반의 지배하에 있었다. 스와
트 계곡에서 공포에 떨며 사는 사람들의 참
상을 BBC 방송의 우르두어로 된 블로그에
탈레반의 여학교의 파괴 활동을 비판, 여성
에 대한 교육의 필요성과 평화를 호소 활동
을 계속해 유럽과 미국에서 주목받았다. 같
은 해, 탈레반이 파키스탄군의 대규모 군
사 작전에 의해 스와트 계곡에서 추방된
후 파키스탄 정부는 그녀의 본명을 공개하
고 평화상을 표창했다. 이후 파키스탄 정
부 주최의 강연회에 참석하여, 여성의 권
리 등에 대해 이야기했지만, 이것으로 인
해 탈레반에게 생명의 위협을 받는 존재가
된다. 또한, UN 사무총장의 초청으로 그녀
의 생일날 모든 어린이가 학교에 가길 원한
다는 내용의 연설을 하기도 하였다.
[총격 사건]
2012년 10월 9일, 학교에서 집으로 가는 스
쿨 버스를 타고 있던 중 탈레반의 공격으
로 머리와 목에 총 2발의 총탄을 받아 함
께 있던 2명의 여학생과 함께 부상당했다.
이 사건에 대해 탈레반이 범행을 인정하는
성명을 내고, 그녀가 파슈툰족이 사는 지역
에서 서양 문화를 추진했다고 비판하였으
며, 유사프자이에 대한 새로운 범행을
예고했다.
15세 소녀에 대한 이 사건에
대해 파키스탄 국내는 물론 세계 각국에서
도 비난의 소리가 높아졌다. 10월 13일,
용의자로 보이는 5명이 체포되었다.
유사프자이는 수도 이슬라마바드 근교의 라
왈핀디에있는 군 병원에서 치료를 받고, 10
월 14일에 일시적으로 인공 호흡기를 제거
하는데 성공했다. 10월 15일, 치료를 위
해 영국으로 이송되었다. 이후 머리에 총
상으로 죽을 고비를 맞았으나, 쾌유를 비
는 세계인들의 기원을 들었는지 말랄라는
기적같이 회복했다. 그리고 얼마 전 그녀
의 16세 생일날이었던 7월 12일 유엔 사무
총장의 초청을 받아 유엔 뉴욕본부에 가서
세계인 앞에 섰다. 모두가 그녀를 주목하
고 있음에도, 말랄라는 당당한 목소리로 어
떤 위협에도 모든 여성과 남성이 학교를 가
고 인권을 보장 받는 세계를 만들어 달라
고 국제사회에 촉구했다.
그녀는 또한
“한 아이, 한 선생, 하나의 펜, 하나의 책
이 세상을 바꿀 수 있다. 교육이 오직 해결
책이며, 교육이 우선이다(Education
First).”라 외치며, 반기문 사무총장이 작
년부터 추진해 온 글로벌 ‘교육우선구상
(Global Education First Initiative)’에
대한 지원을 촉구했다. 가냘픈 몸에서 나오
는 힘찬 외침이었다. 반기문 사무총장은 말
랄라의 생일인 7월 12일을 ‘말랄라의 날
(Malala Day)’로 지정했으며, 유엔을 중심
으로 모두가 교육을 받는 세상을 만들기 위
해 노력할 것을 약속했다.
범세계적 기초교육 운동인 ‘모두를 위한
교육(Education for All: EFA)’을 선도하
는 유네스코도 작년부터 말랄라의 뜻을 잇
는 활동을 추진해 왔다. 작년 12월 10일에
유네스코는 파키스탄 정부와 함께 ‘말랄라
를 위해 일어나자(Stand Up for Malala)’
라는 고위급 행사를 열어 여성의 교육권을
보장하기 위한 ‘말랄라 기금(Malala
Fund)’을 발족했다. 말랄라의 생일에 앞서
서는 유엔 사무총장의 글로벌교육특사를 맡
고 있는 고든 브라운 전영국총리는 모두가
학교를 가는 세상을 만들어 달라는 온라인
서명운동을 벌였으며, 350만 명 이상의 세
계인들이 이에 동참해 말랄라에게 힘을 실
어주었다. 그리고 말랄라에게 힘을 얻는 국
제사회는 2015년까지 보편초등교육을 포함
하는 ‘새천년개발목표(MDGs)’와 ‘모두
를 위한 교육(EFA)’ 목표를 달성하기 위
해 노력하고 있다.
반기문 사무총장 또한
‘교육우선구상(EFI)’을 통해 모두가 학교
를 가고, 모두가 양질의 교육을 받고, 모두
가 세계시민으로 자질을 갖추는 세상을 만
들기 위해 세계의 지도층과 정부들을 촉구
하고 있다.
그러나 이러한 노력에도 불구하고 여전히
전 세계적으로 5천7백만 명의 어린이들이
초등학교를 다니지 못하고 있으며 1억2천
만 명의 청년이 기초적인 문해력을 갖추지
못한 상태이다. 그리고 이들 중 대부분은
말랄라와 같이 분쟁에 휘말린 국가에 살고
있어, 교육 보편화를 이루는 것이 쉽지 않
은 상태이다. 분쟁지역에서 교육은 사실 다
른 구호활동보다 우선순위에서 밀리고 있
다.
최근 유네스코의 조사에 의하면 분쟁지
역을 위한 인도적 지원기금 중 교육분야에
대한 지원은 2009년 2.2%에서 오히려 1.4%
으로 감소한 상황이다. 그러나 세계 학교
밖 어린이의 반절인 2천8백만 명이 분쟁지
역에 거주하고 있는 현재, 모두를 위한 교
육을 완수하기 위해 국제사회는 분쟁지역
의 아이들이 안전하게 학교를 가서 양질의
교육을 받을 수 있는 환경을 제공하기 위
해 노력해야 할 것이다. 국제사회가 뜻을
합쳐 말랄라의 꿈이 이루어지기를 기원한다.

Kailash Satyarthi (born 11 January
1954) is an Indian children's rights
activist and a Nobel Peace Prize
winner.
He has been active in the Indian
movement against child labour since the
1990s. So far his organization, Bachpan
Bachao Andolan, has freed over 80,000
children from various forms of
servitude and helped in successful re-
integration, rehabilitation and
education. Together with Malala
Yousafzai, he won the 2014 Nobel Peace Prize.

The Nobel Peace Prize for 2014
The Norwegian Nobel Committee has
decided that the Nobel Peace Prize for
2014 is to be awarded to Kailash
Satyarthi and Malala Yousafzay for
their struggle against the suppression
of children and young people and for
the right of all children to
education. Children must go to school
and not be financially exploited. In
the poor countries of the world, 60% of
the present population is under 25
years of age. It is a prerequisite for
peaceful global development that the
rights of children and young people be
respected. In conflict-ridden areas in
particular, the violation of children
leads to the continuation of violence
from generation to generation.
Showing great personal courage, Kailash
Satyarthi, maintaining Gandhi’s
tradition, has headed various forms of
protests and demonstrations, all
peaceful, focusing on the grave
exploitation of children for financial
gain. He has also contributed to the
development of important international
conventions on children’s rights.
Despite her youth, Malala Yousafzay has
already fought for several years for
the right of girls to education, and
has shown by example that children and
young people, too, can contribute to
improving their own situations. This
she has done under the most dangerous
circumstances. Through her heroic
struggle she has become a leading
spokesperson for girls’ rights to
education.
The Nobel Committee regards it as an
important point for a Hindu and a
Muslim, an Indian and a Pakistani, to
join in a common struggle for education
and against extremism. Many other
individuals and institutions in the
international community have also
contributed. It has been calculated
that there are 168 million child
labourers around the world today. In
2000 the figure was 78 million higher.
The world has come closer to the goal
of eliminating child labour.
The struggle against suppression and
for the rights of children and
adolescents contributes to the
realization of the “fraternity between
nations” that Alfred Nobel mentions in
his will as one of the criteria for the
Nobel Peace Prize.
