美당국 “北김정은, 산음동 미사일 연구단지 방문 가능성 예의주시”
김정은 북한 국무위원장이 20일만의 잠적을 끝내고
5월 1일 순천 비료공장 준공식에 모습을 드러내기 직전
산음동 미사일 종합연구단지를 방문했을 가능성이 제기됐다.
미 당국은 지난 달 말 북한 고위급 인사가 평양 외각에 위치한
산음동 연구 단지를 찾은 정황을 포착 하고 이 인사가
김 위원장일 가능성을 예의주시하고 있는 것으로 전해졌다.
이와 관련, 미 행정부 관계자는 동아일보에
“산음동 단지를 지난 달 말 찾은 VIP가 김정은인지 여부는
아직 확정적이지 않다”면서도 “그 가능성을 예의주시하고 있다”고
말했다.
산음동 연구단지는 대륙간탄도미사일(ICBM)과
위성 발사용 장거리 로켓 등 북한의 미사일 개발 및
생산의 ‘심장부’로 불린다.
대규모 조립 라인과 연구동 등 10여 개 관련 시설에서
1000여 명 안팎의 인력이 활동 중인 것으로 알려졌다.
1990년대 후반 대포동급 장거리 미사일을 비롯해
2017년 쏴 올린 화성-14형(ICBM급), 화성-15형(ICBM)도
이곳에서 제작됐다. 평안북도 동창리 발사장과 함께
북한 미사일 도발의 ‘양대 축’이어서 미국의 집중 감시를
받고 있는 곳이기도 하다.
앞서 김 위원장은 지난 해 12월 28일부터 31일까지
진행된 노동당 제7기 5차 전원회의를 통해
“곧 새로운 전략무기를 보게 될 것”이라 위협한 바 있다.
지난 달 함경남도 선덕 비행장에서 포착된
미사일 시험 발사 준비 정황이 막판 기술적 결함 등으로
연기됐다는 분석이 나오는 가운데 김 위원장의
산음동 미사일 단지 시찰이 사실로 판명될 경우
선덕 발사 준비 문제와 연관 된 것 아니냐 해석도 나온다.
김동엽 경남대 극동문제연구소 교수는 본보와의 통화에서
“산음동을 김 위원장이 찾았다면 새로운 전략무기와 관련 있는
뭔가를 정리하기 위한 방문일 수도 있고 선덕에서의
시험 발사 준비가 기술적 결함으로 지연되었을 경우
이에 대한 질책 차원, 즉 두 가지 가능성을 함께 살펴야 한다”고
진단했다.

"보트 뜨면 미사일 쐈다···김정은 머무는 원산에 호화보트 등장"
17일째 공식 석상에서 사라진 김정은 북한 국무위원장이
강원 원산에 체류 중인 것으로 파악되고 있는 가운데
김 위원장이 즐겨 이용하는 고급 요트가 이달 들어
원산 앞바다에서 목격되고 있다고 미국의 북한 전문 매체인
NK 프로가 4월 28(현지시간) 보도했다.
매체는 “호화 보트들이 이달 내내 원산 앞바다에서
활동하는 모습이 최근 위성사진으로 포착됐다”며
“북한이 단거리 지대함 순항미사일을 시험 발사한 14일 즈음
이 선박들이 특이한 움직임을 보였다”고 전했다.
NK 프로는 “과거 이 호화 보트들의 움직임이 김 위원장의
동선과 상관관계가 높았다”며 “이는 현재 김 위원장이
해당 지역에 체류할 가능성을 시사한다”고 설명했다.
과거 구글 어스 사진을 분석해 본 결과
지난해 7월 22일과 2015년 5월 7ㆍ13일 김 위원장의
특각 부두에 요트가 등장했는데 이 시기 김 위원장은
원산 지역에 머문 것으로 파악됐다.
당시 북한 매체들은 김 위원장이 함남 신포에서
신형 잠수함을 시찰했고(지난해 7월 23일 보도),
원산 호도반도에선 북한판 이스칸데르를 발사했다. (7월 25일 보도)
또 북한 매체들은 2015년 5월에도 김 위원장이
신포 원양수산연합기업소ㆍ전략잠수함 탄도탄
수중발사 시험 참관(9일 보도), 안변 양어장(11일),
신창 양어장(15일)을 시찰했다고 밝혔다.
특각에 요트가 등장한 시점이 김 위원장의
원산 체류와 맞아 떨어지는 것이다.
정부 당국은 신변 이상설이 돌고 있는
김 위원장이 원산의 별장인 ‘특각’에 머물며
인근을 현지 지도하고 있는 것으로 보고 있다.
일각에선 김 위원장이 평양 인근에
신종 코로나바이러스 감염증(코로나 19)이 발생해
이를 피해 원산지역에 머물고 있는 것이라는 관측도 나오고 있다.
이에 따라 김 위원장이 원산에 머물며 특각에
새로 설치한 승마장과 요트를 이용해 시간을 보내고
있는 것으로 보인다.
정부 당국자는 “북한은 도로 사정이 여의치 않아
김 위원장이 선박을 이용해 함경도 해안을 찾는 경우가 있다”며
“여가 시간을 이용해 요트를 탔을 가능성이 있어
주목하고 있다”고 말했다.

유고설과 관련해 갖가지 억측이 나돌고 있는
김정은 북한 국무위원장이 지방시찰 도중 쓰러져
스텐트 시술을 받았지만 처치가 지연되면서 식물인간 상태에
빠졌다고 일본 주간지 슈칸겐다이(週刊現代)가 4월 25일 보도했다.
매체는 중국 의료 관계 소식통을 인용해 이같이 전하며
중국 의료진이 북한으로 급파됐지만 김정은 위원장을
구하지는 못했다고 밝혔다.
중국 의료 소식통이 전해온 김정은 위원장의 병세 상황과
경위를 보면 김정은 위원장이 지방시찰을 하다가 갑작스레
가슴 심장부위에 손을 대고 쓰러졌다고 한다.
이에 수행하던 의료진이 다급히 심장 마시지를 하면서
김 위원장을 인근 병원 응급실로 옮겼다.
동시에 중국 측에 "바로 전문 의료진을 파견해 달라"고 긴급 요청했다.
중국 당국은 즉각 베이징에 있는 중국의학원 소속
푸와이(阜外) 병원의 국가심혈관센터와 인민해방군 301병원
전문의들을 중심으로 의료기재 등까지 포함해 50명 가까운
의료진을 구성해 특별기편으로 평양에 보냈다.
하지만 중국 의료진 도착을 기다리기에는 시간이 촉박하다고
판단한 북한 의료진은 서둘러 심장 스텐트 시술을 실시하기로 했다.
시술에 나선 의사는 중국에서 장기간 연수를 했던
북한 심장외과의였다.
심장 스텐트 시술은 의사에게는 그렇게 난도 높은 처치는
아니기에 가장 중요한 혈관에 스텐트를 삽입하는 시술 자체는
1분 정도면 끝날 수 있다고 한다.
하지만 시술을 맡은 심장외과의가 너무 긴장해 손을 떨린 데다가
김 위원장처럼 비만환자를 상대한 경험이 없어 지체하면서
막힌 피를 뚫어주는 스텐트 삽입에 8분이나 걸렸다.
그 사이에 김 위원장은 뇌에 피가 제대로 공급되지 않음에 따라
식물인간이 됐다.
중국 의료진이 현장에 도착해 김 위원장을 진찰했지만
더 이상 손을 쓸 수 없는 상태였다.
기사를 작성한 곤도 다이스케(近藤大介) 편집위원은 당장
믿기지 않는 얘기지만 중국 의료 관계자의 말이 사실이라면
북한 최고통치자의 '정치적 생명'이 어이없이 끝나게 됐다고 밝혔다.
한편 이와 관련해 로이터 통신은 25일 중국 당국이
북한 김정은 위원장에 관해 조언을 하기 위해 의료 전문가와
고위인사를 평양에 보냈다고 보도했다.
통신은 관련 사정에 밝은 소식통 3명을 인용해
중국이 김정은 위원장의 신변을 놓고 갖가지 억측이 나도는
와중에 북한에 이 같은 파견에 나섰다고 전했다.
소식통들은 중국의 이번 파견과 김정은 위원장의 건강상태에
어떤 연관성이 있는지는 현 시점에서 확인할 수 없다고 말했다.
2명의 소식통은 중국공산당 중앙대외연락부 당국자가 이끄는
대표단이 지난 23일 북한을 향해 베이징을 출발했다고 말했다.
중앙대외연락부는 대표단 방북에 관한 문의에 답하지 않았다.
중국 외교부는 확인에 응하지 않고 있다.
한국 관계 소식통은 로이터에 24일 김정은 위원장이 생존해 있으며

김 위원장이 노동당 정치국 회의 주재 뒤 원산 지역에
머물고 있다고 알려진 것에 더욱 힘을 실어주는 대목으로 보인다.

최근 김정은 북한 국무위원장이 수술 후 위중한 상태라는
CNN 방송 보도에 대해 "부정확하다(incorrect)"고 밝혔다.
이틀 전 "모른다"에서 "부정확하다"로 평가가 바뀌었다.
김 위원장의 건강을 기원하는 건 이틀 전과 마찬가지였다.
트럼프 대통령은 이날 백악관에서 개최한
신종 코로나바이러스 감염증(코로나19) 정례 브리핑에서
김 위원장과의 친분을 이용해 그의 현재 상태를 확인할
계획이 있냐는 질문이 나오자 즉각
"그가 의료적 문제를 겪는 게 아니길 바란다"고 말했다.
이어 "나는 그 보도가 틀렸다고 생각한다.
이 정도로만 말하겠다.
부정확한 방송사에 의해 만들어진 뉴스"라고 덧붙였다.
트럼프 대통령은 "그들이 옛날 문건(old documents)을
사용했다고 들었다. 그 보도가 부정확하다고 들었다"고 부연했다.
옛날 문건이 무엇인지는 설명하지 않았다.
그는 "보도가 틀렸기를 바란다"는 말도 덧붙였다.
김 위원장을 거론하며 "우리는 좋은 관계에 있다"면서
"그가 괜찮기를 바란다"는 말을 두 차례 반복했다.
미국 정보당국으로부터 CNN 보도가 정확하지 않다고
보고받았으나, 그의 건강 상태를 구체적으로 확인하지
못했거나 김 위원장 건강에 실제로 문제가 생겼을 가능성이
있는 것으로 읽히는 대목이다.
김 위원장으로부터 마지막으로 소식을 들은 때가 언제냐는
질문에는 "말하고 싶지 않다"고 답했다.
현장에 있던 CNN 기자가 "북한 측과 접촉하지 않았다는
말인지 확인해 달라"고 요구하자 트럼프 대통령은
"말하지 않겠다"면서 "나는 CNN이 만든 가짜 뉴스라고
생각한다"고 강조했다.
지난 4월 21일 백악관 코로나19 브리핑에서
트럼프 대통령은 김 위원장 건강에 관한 질문에
"우리는 모른다"고 답했다.
당시 그는 "CNN 보도를 아무도 확인하지 않았다"면서
"나는 CNN 보도에 별로 신뢰를 두지 않는다"고만
언급했을 뿐 보도의 진위에 대해서는 평가하지 않았다.
이틀 새 "모른다"는 입장은 "부정확하다"로
바뀌었지만 김 위원장의 쾌유를 비는 메시지는 변함없었다.
이 때문에 김 위원장 신병에 무슨 문제가 생긴 것 아니냐는

중국이 최근 건강이상설이 불거진 김정은 북한 국무위원장의
건강 상태를 조언하기 위해 중국 의료팀과 관료들을 북한에
파견했다고 4월 25일(현지시간) 로이터통신이 보도했다.
또한 김 위원장이 생존해 있으며 곧 공식석상에 모습을
드러낼 것이라고도 전했다.
로이터통신은 이날 복수의 소식통을 인용해
중국 공산당 대외연락부 고위간부가 이끄는 대표단이
지난 4월 23일 베이징을 떠나 북한으로 향했다고 보도했다.
다만 이 같은 내용에 대해 중국 외교부와 대외연락부 모두
사실 관계를 확인해주지 않았다고 전했다.
그러면서 “중국의 의료팀 파견이 김 위원장의 건강 상태에 있어
무엇을 의미하는 지는 아직 불분명하다”고 신중한 태도를 보였다.
익명을 요구한 한국 소식통은 이와 관련해
“김 위원장이 살아 있으며, 대중 앞에 곧 모습을 드러낼 것”
이라고 말했다. 다만 그는 “김 위원장의 현재 상태나 중국의
의료진 파견에 대해선 따로 말할 것이 없다”고 구체적인 언급을 피했다.
미국 정보에 정통한 한 관리도 “김 위원장이 건강에 문제가
있는 것으로 보인다면서도 그가 중태에 빠졌거나 대중 앞에

조선민주주의인민공화국의 최고지도자이다.
2000년대 후반부터 김정일이 후계자로 내세우는 등
차츰 영향력이 커지고 이름이 알려지기 시작했으며,
2009년부터 국가안전보위부장, 당 중앙군사위 부위원장 등으로
정치에 참여했다. 2011년 김정일의 사망 이후 3대 세습으로
사실상 조선민주주의인민공화국의 최고 지도자가 되었다.
그는 조선로동당 위원장, 조선민주주의인민공화국
국무위원회 위원장, 조선인민군 최고사령관이다.
보통 조선민주주의인민공화국 내에서는 조선로동당과
조선인민의 영도자라 부른다. 본관은 전주.
김정일과 고용희 사이의 둘째 아들이다. 스위스 유학 중
사용된 가명은 '박운'이다. 김정일 사후,
"당과 국가, 군대의 최고 영도자"로 칭해지고 있다.
2012년 4월 11일에 아버지 김정일을 이어서 조선로동당
제1비서가 되었으며, 4월 12일에는 국방위원회 제1위원장이 되었다.
2012년 7월 18일 원수로 진급했다.

문재인 대통령과 김정은 국무위원장이 27일 오후 판문점
평화의 집에서 열린 남북정상회담에서 한반도의 평화와
번영, 통일을 위한 판문점 선언문에 서명 후 서로
손을 잡고 위로 들어 보이고 있다.
문재인 대통령과 김정은 국무위원장이 4·27 정상회담에서
‘한반도의 평화와 번영, 통일을 위한 판문점 선언’(판문점 선언)을
도출한 이후 앞으로 해결해야 할 과제들 중 하나는
합의 내용의 ‘이행’ 문제다. 특히 이번 합의를 국회 비준 동의를
거쳐 법적 효력을 담보해낼 것인지가 핵심적인 관심사다.
청와대는 정상회담 뒤 낸 설명자료에서 “법적 근거와 절차에 따라
투명하고 신속하게 후속조치를 추진하겠다”며 “판문점 선언은
‘남북관계 발전에 관한 법률’ 제21조에 따라 남북 합의서의
체결·비준에 관한 법적인 절차를 거쳐 발효된다”고 밝혔다.
그러면서 국무회의 심의→ 대통령 비준→ 국회 동의→ 공포라는
추진 순서도 제시했다.
남북 합의를 법제화해서 이행의 구속력을 높여야 한다는 것은
문 대통령의 오래된 신념이다. 2000년과 2007년 정상회담에서
각각 6·15 공동선언과 10·4 정상선언을 도출하고도
실행하지 못하고 흐지부지된 경험을 되풀이해선 안 된다는 것이다.
문 대통령은 지난달 21일 남북정상회담 준비위 회의에서도
“남북정상회담에서 합의한 내용을 제도화해야 한다”며
“이번에 남북 합의가 나오면 앞선 두 차례 정상회담에서
합의한 기본 사항을 담아 국회 비준을 받도록 준비하라”고 지시했다.
이날 ‘판문점 선언’에서도 두 정상은 “이미 채택된
남북 선언들과 모든 합의들을 철저히 이행함으로써
관계 개선과 발전의 전환적 국면을 열어나가기로 했다”고 밝혔다.
김 위원장은 선언문 발표 기자회견에서 “오늘 합의가 역대
합의서처럼 시작만 뗀 불미스러운 역사가 되풀이되지 않도록
우리 두 사람이 긴밀히 협력할 것”이라고 말했다.
하지만 국회 비준은 야당의 합의가 필요해 험로가 예상된다.
당장 홍준표 자유한국당 대표는 정상회담 결과에 대해
“김정은이 불러준 대로 받아적은 것”이라며
“결국 김정은과 문재인 정권이 합작한 남북 위장평화쇼에 불과했다”고
맹비난했다.
청와대는 이날 설명자료에서 “국회 동의 여부는 추후 법제처 등
관련 부처간 검토를 거쳐 결정”하겠다고 밝혔는데,
이는 북한을 조약 체결의 상대 ‘국가’로 볼 것인지에 대한
헌법적 논란 외에도 국내 정치 상황까지 고려해 운신의 폭을

⑤ 남과 북은 민족 분단으로 발생된 인도적 문제를 시급히
해결하기 위하여 노력하며, 남북 적십자회담을 개최하여
이산가족·친척상봉을 비롯한 제반 문제들을 협의 해결해 나가기로 하였다.
당면하여 오는 8.15를 계기로 이산가족·친척 상봉을
진행하기로 하였다.
⑥ 남과 북은 민족경제의 균형적 발전과 공동번영을
이룩하기 위하여 10.4선언에서 합의된 사업들을 적극 추진해
나가며 1차적으로 동해선 및 경의선 철도와 도로들을
연결하고 현대화하여 활용하기 위한 실천적 대책들을
취해나가기로 하였다.
2. 남과 북은 한반도에서 첨예한 군사적 긴장상태를 완화하고
전쟁 위험을 실질적으로 해소하기 위하여 공동으로 노력해 나갈 것이다.
① 남과 북은 지상과 해상, 공중을 비롯한 모든 공간에서
군사적 긴장과 충돌의 근원으로 되는 상대방에 대한 일체의
적대행위를 전면 중지하기로 하였다.
당면하여 5월1일부터 군사분계선 일대에서 확성기 방송과
전단살포를 비롯한 모든 적대 행위들을 중지하고 그 수단을
철폐하며 앞으로 비무장지대를 실질적인 평화지대로 만들어
나가기로 하였다.
② 남과 북은 서해 북방한계선 일대를 평화수역으로 만들어
우발적인 군사적 충돌을 방지하고 안전한 어로 활동을
보장하기 위한 실제적인 대책을 세워나가기로 하였다.
③ 남과 북은 상호협력과 교류, 왕래와 접촉이 활성화 되는 데
따른 여러 가지 군사적 보장대책을 취하기로 하였다.
남과 북은 쌍방 사이에 제기되는 군사적 문제를 지체 없이
협의 해결하기 위하여 국방부장관회담을 비롯한 군사당국자회담을
자주개최하며 5월 중에 먼저 장성급 군사회담을 열기로 하였다.
3. 남과 북은 한반도의 항구적이며 공고한 평화체제 구축을
위하여 적극 협력해 나갈 것이다.
한반도에서 비정상적인 현재의 정전상태를 종식시키고
확고한 평화체제를 수립하는 것은 더 이상 미룰 수 없는
역사적 과제이다.
① 남과 북은 그 어떤 형태의 무력도 서로 사용하지 않을 데
대한 불가침 합의를 재확인하고 엄격히 준수해 나가기로 하였다.
② 남과 북은 군사적 긴장이 해소되고 서로의 군사적 신뢰가
실질적으로 구축되는 데 따라 단계적으로 군축을 실현해 나가기로 하였다.
③ 남과 북은 정전협정체결 65년이 되는 올해에 종전을
선언하고 정전협정을 평화협정으로 전환하며 항구적이고 공고한
평화체제 구축을 위한 남·북·미 3자 또는 남·북·미·중
4자회담 개최를 적극 추진해 나가기로 하였다.
④ 남과 북은 완전한 비핵화를 통해 핵 없는 한반도를
실현한다는 공동의 목표를 확인하였다.
남과 북은 북측이 취하고 있는 주동적인 조치들이 한반도
비핵화를 위해 대단히 의의 있고 중대한 조치라는데 인식을
같이 하고 앞으로 각기 자기의 책임과 역할을 다하기로 하였다.
남과 북은 한반도 비핵화를 위한 국제사회의 지지와 협력을
위해 적극 노력하기로 하였다.
양 정상은 정기적인 회담과 직통전화를 통하여 민족의 중대사를

President Donald J. Trump of the United States of
America and Chairman Kim Jong Un of the State Affairs
Commission of the Democratic People's Republic of
Korea (DPRK) held a first, historic summit
in Singapore on June 12, 2018.
President Trump and Chairman Kim Jong Un conducted
a comprehensive, in-depth and sincere exchange
of opinions on the issues related to the establishment
of a new US-DPRK relations and the building of
a lasting and robust peace regime on the Korean Peninsula.
President Trump committed to provide security guarantees
to the DPRK, and Chairman Kim Jong Un reaffirmed his firm
and unwavering commitment to complete denuclarization
of the Korean peninsula.
Convinced that the establishment of new US-DPRK relations
will contribute to the peace and prosperity of the
Korean Peninsula and of the world, and recognizing
that mutual confidence building can promote the
denuclarization of the Korean Peninsula, President Trump
and Chairman Kim Jong Un state the following:
1. The United States and the DPRK commit to establish
new US-DPRK relations in accordance with the desire
of peoples of the two countries for peace and prosperity.
2. The Unite States and the DPRK will join the efforts
to build a lasting and stable peace regime on
the Korean Peninsula.
3. Reaffirming the April 27, 2018 Panumunjom Declaration,
the DPRK commits to work toward complete denuclearization
of the Korean Peninsula.
4. The United States and the DPRK commit to recovering
POW/MIA remains, including the immediate repatriation
of those already identified.
Having acknowledged that the US-DRPK summit - the first
in history - was a epochal event of great significance
in overcoming decades of tensions and hostilities

of a new future, President Trump and Chairman
Kim Jong Un commit to implement the stipulations

Kim Jong-un (born 8 January 1983 or 1984)
is a North Korean politician serving as Supreme Leader
of North Korea since 2011 and Leader of the Workers' Party
of Korea since 2012. He is the second child of Kim Jong-il
(1941–2011) and Ko Yong-hui and the first North Korean leader
to have been born after the country's founding.
Before taking power, Kim was rarely seen in public,
and many of the activities of Kim and his government

Kim was promoted to the rank of Marshal of North Korea
in the Korean People's Army on 18 July 2012,
consolidating his position as the Supreme Commander

as Marshal Kim Jong-un or "the Marshal" by state media.
Kim obtained two degrees, one in physics
at Kim Il-sung University, and another as an Army officer
at the Kim Il-sung Military University.
Forbes magazine ranked Kim as the 46th most powerful
person in the world in 2013 and the third highest
amongst Koreans after Ban Ki-moon and Lee Kun-hee.
On 12 December 2013, North Korean news outlets reported
that Kim Jong-un had ordered the execution of his uncle
Jang Song-thaek due to "treachery".
On 9 March 2014, Kim was elected unopposed to
the Supreme People's Assembly. He is widely believed
to have ordered the assassination of his half-brother,
Kim Jong-nam, in Malaysia in February 2017.

Panmunjeom Declaration for Peace, Prosperity and
Unification of the Korean Peninsula

During this momentous period of historical transformation
on the Korean Peninsula, reflecting the enduring
aspiration of the Korean people for peace, prosperity
and unification, President Moon Jae-in of
the Republic of Korea and Chairman Kim Jong-un
of the State Affairs Commission of the Democratic People's
Republic of Korea held an Inter-Korean Summit Meeting
at the ‘Peace House’ at Panmunjeon on April 27, 2018.
The two leaders solemnly declared before
the 80 million Korean people and the whole world
that there will be no more war on the Korean Peninsula
and thus a new era of peace has begun.
The two leaders, sharing the firm commitment to bring
a swift end to the Cold War relic of longstanding division
and confrontation, to boldly approach a new era of national
reconciliation, peace and prosperity, and to improve and
cultivate inter-Korean relations in a more active manner,
declared at this historic site of Panmunjeom as follows:
1. South and North Korea will reconnect the blood relations
of the people and bring forward the future of
co-prosperity and unification led by Koreans
by facilitating comprehensive and groundbreaking
advancement in inter-Korean relations.
Improving and cultivating inter-Korean relations is
the prevalent desire of the whole nation and
the urgent calling of the times that cannot be
held back any further.
(1) South and North Korea affirmed the principle
of determining the destiny of the Korean nation
on their own accord and agreed to bring forth the
watershed moment for the improvement of inter-Korean
relations by fully implementing all existing agreements
and declarations adopted between the two sides thus far.
(2) South and North Korea agreed to hold dialogues
and negotiations in various fields including at high level,
and to take active measures for the implementation
of the agreements reached at the Summit.
(3) South and North Korea agreed to establish a joint
liaison office with resident representatives of both sides
in the Gaeseong region in order to facilitate close
consultation between the authorities as well as smooth
exchanges and cooperation between the peoples.
(4) South and North Korea agreed to encourage more
active cooperation, exchanges, visits and contacts at
all levels in order to rejuvenate the sense of national
reconciliation and unity. Between South and North,
the two sides will encourage the atmosphere of amity
and cooperation by actively staging various joint
events on the dates that hold special meaning for
both South and North Korea, such as June 15,
in which participants from all levels, including central
and local governments, parliaments, political parties,
and civil organizations, will be involved.
On the international front, the two sides agreed to
demonstrate their collective wisdom, talents,
and solidarity by jointly participating in international
sports events such as the 2018 Asian Games.
(5) South and North Korea agreed to endeavor to
swiftly resolve the humanitarian issues that resulted
from the division of the nation, and to convene
the Inter-Korean Red Cross Meeting to discuss and
solve various issues including the reunion of
separated families. In this vein, South and North Korea
agreed to proceed with reunion programs for the separated
families on the occasion of the National Liberation Day
of August 15 this year.
(6) South and North Korea agreed to actively implement
the projects previously agreed in the 2007 October 4 Declaration,
in order to promote balanced economic growth
and co-prosperity of the nation. As a first step,
the two sides agreed to adopt practical steps towards
the connection and modernization of the railways
and roads on the eastern transportation corridor
as well as between Seoul and Sinuiju for their utilization.
2. South and North Korea will make joint efforts
to alleviate the acute military tension and practically
eliminate the danger of war on the Korean Peninsula.
(1) South and North Korea agreed to completely cease
all hostile acts against each other in every domain,
including land, air and sea, that are the source
of military tension and conflict. In this vein,
the two sides agreed to transform the demilitarized zone
into a peace zone in a genuine sense by ceasing as
of May 1 this year all hostile acts and eliminating
their means, including broadcasting through loudspeakers
and distribution of leaflets, in the areas along
the Military Demarcation Line.
(2) South and North Korea agreed to devise a practical scheme
to turn the areas around the Northern Limit Line
in the West Sea into a maritime peace zone in order
to prevent accidental military clashes and guarantee safe fishing
activities.
(3) South and North Korea agreed to take various
military measures to ensure active mutual cooperation,
exchanges, visits and contacts. The two sides agreed
to hold frequent meetings between military authorities,
including the Defense Ministers Meeting, in order
to immediately discuss and solve military issues
that arise between them. In this regard, the two sides
agreed to first convene military talks at the rank
of general in May.
3. South and North Korea will actively cooperate
to establish a permanent and solid peace regime
on the Korean Peninsula. Bringing an end to the current
unnatural state of armistice and establishing a robust peace
regime on the Korean Peninsula is a historical mission
that must not be delayed any further.
(1) South and North Korea reaffirmed the Non-Aggression
Agreement that precludes the use of force in any form
against each other, and agreed to strictly adhere to this Agreement.
(2) South and North Korea agreed to carry out disarmament
in a phased manner, as military tension is alleviated
and substantial progress is made in military confidence-building.
(3) During this year that marks the 65th anniversary
of the Armistice, South and North Korea agreed
to actively pursue trilateral meetings involving
the two Koreas and the United States, or quadrilateral
meetings involving the two Koreas, the United States
and China with a view to declaring an end to the War
and establishing a permanent and solid peace regime.
(4) South and North Korea confirmed the common goal
of realizing, through complete denuclearization,
a nuclear-free Korean Peninsula. South and North Korea
shared the view that the measures being initiated
by North Korea are very meaningful and crucial
for the denuclearization of the Korean Peninsula
and agreed to carry out their respective roles
and responsibilities in this regard. South and
North Korea agreed to actively seek the support
and cooperation of the international community for
the denuclearization of the Korean Peninsula.
The two leaders agreed, through regular meetings
and direct telephone conversations, to hold frequent
and candid discussions on issues vital to the nation,
to strengthen mutual trust and jointly endeavor
to strengthen the positive momentum towards
continuous advancement of inter-Korean relations
as well as peace, prosperity and unification of
the Korean Peninsula.
In this context, President Moon Jae-in agreed
to visit Pyongyang this fall.

with Trump in Hanoi, Vietnam, which Trump cut short
on the second day without an agreement.
The Trump administration said that the North Koreans
wanted complete sanctions relief,
while the North Koreans said that they were
only asking for partial sanctions relief.
On 25 April 2019, Kim held his first summit
with Russian President Vladimir Putin
in Vladivostok, Russia.
On 30 June 2019, in the Korean DMZ, Kim again met
with Trump, shaking hands warmly and
expressing hope for peace.
Kim and Trump then joined Moon Jae-in for a brief chat.
