9·11 테러(September 11 attacks, 9/11 attacks) 또는
약칭인 9/11은 2001년 9월 11일 화요일 아침,
미국에 대항하는 이슬람 과격 테러단체인 알카에다가
일으킨 네 차례의 연쇄 테러 공격을 의미한다.

[요약]
9월 11일 아침 미국 북동부에서 캘리포니아주로 향하는
민항 여객기 4기가 알카에다 테러범들에게 비행 중
연쇄적으로 납치당했다.
납치범 무리는 5명으로 이루어진 3개 무리와
4명으로 이루어진 4개 무리 총 19명이었다.
납치범의 각 무리 내에 비행 훈련을 받고
항공기를 장악해 조종한 납치범이 1명씩 있었다.
납치범들은 미국의 유명한 건물에 비행기를 부딪쳐
대규모 인명 피해를 일으키고 테러 대상 건물을 부분적으로
파괴하거나 완전히 붕괴하게 만들 목표를 가지고 있었다.
처음으로 납치당한 항공기는 아메리칸 항공 11편이었다.
이 비행기는 현지 시각 오전 8시 46분
미국 뉴욕 로어맨해튼에 있는
세계 무역 센터 북쪽 타워(1WTC)에 충돌하였다.
17분 뒤인 9시 3분에는 유나이티드 항공 175편이
세계 무역 센터 남쪽 타워(2WTC)에 충돌하였다.
110층짜리 쌍둥이 빌딩은 모두 화재 발생
1시간 42분만에 붕괴되어
이 여파로 7 세계 무역 센터(7WTC) 등
다른 세계 무역 센터 건물도 붕괴되고
주변 건물도 심각한 피해를 입었다.
세 번째로 납치된 항공기는
워싱턴 덜레스 국제공항에서 이륙한
아메리칸 항공 77편으로 오하이오주 상공에서 납치되었다.
오전 9시 37분 미국 버지니아주 알링턴군에 있는
미 국방부 본부인 펜타곤의 서쪽 면에 충돌하여
건물 일부가 붕괴되었다.
네 번째이자 마지막으로 납치당한 항공기인
유나이티드 항공 93편은 워싱턴 D.C.를 향해 비행했다.
유나이티드 항공 93편 항공기는 목표물에 타격하지 않은
유일한 항공기로 오전 10시 3분 경
미국 펜실베이니아주 섕크스빌 인근 들판에 추락하였다.

비행기에 탑승했던 승객들은 납치범들이 장악한
항공기 조종석 통제권을 되찾으러 시도했고,
결국에는 테러범들이 의도한 목표물을 타격하는 데
실패하게 만들었다.
수사관들은 유나이티드 항공 93편의 원래 목표물은
백악관이나 미국 국회의사당이었을 것이라고 추정하였다.
테러 발생 직후 곧바로 알카에다가 테러를 일으켰다는
의심을 받기 시작했다.
뒤이어 미국은 테러와의 전쟁을 선포하고 아프가니스탄 내
알카에다 세력을 축출하고
알카에다의 지도자인 오사마 빈 라덴을 인도하라는
미국의 요구를 거부한 탈레반을 몰아내기 위해
아프가니스탄을 침공하였다.
처음에는 빈 라덴이 자신이 테러를 일으킨 것이
아니라고 부인했으나,
2004년 빈 라덴은 비디오 테이프를 통해
공식적으로 자신이 테러를 기획한 것이라고 밝혔다.
알카에다와 빈 라덴은 테러를 일으킨 동기로
미국의 이스라엘 지원, 미군의 사우디아라비아 주둔,
이라크에 대한 제재조치 등을 꼽았다.
빈 라덴은 테러 후 10년 간 은신하였으나 2011년 파키스탄
아보타바드에 있는 자신의 은거지에서 미군의
넵튠 스피어 작전으로 사살되었다.
테러로 세계 무역 센터와 인근 인프라가 크게 파괴되었고
이는 뉴욕의 경제에 큰 타격을 입혔으며
세계적인 경제 불황도 초래하였다.
전 세계의 많은 국가가 9·11 테러 이후 테러방지법을
강화하였으며 테러 공격을 막기 위해 법집행기관과
정보기관의 권한을 확대하였다.
미국과 캐나다의 민항 항공편은
9월 13일까지 폐쇄되었으며 월가의 금융 거래는
9월 17일에야 재개되었다.
그 외에도 추가적인 테러 우려로 수많은 폐쇄 조치,
대피, 행사 취소가 잇다랐다.
붕괴된 세계 무역 센터 부지는
2002년 5월 정리가 끝났으며,
펜타곤은 테러 1년만에 재정비를 완료하였다.
구 세계 무역 센터를 대체할 새 건물의 건설 공사는
2006년 11월 시작하여 2014년 11월 완공해 개방하였다.

법 집행관이 사망한 사건으로,
소방관 340명과 법 집행관 72명이 순직하였다.

[사건 개요]
사건은 4대의 민간 항공기를 납치한
이슬람 테러단체에 의해 동시 다발적으로 이루어졌는데,
현지 시간대별 상황은 다음과 같다.
오전 7시 59분 76명의 승객과 11명의 승무원
그리고 5명의 납치범을 태운 아메리칸 항공 소속 AA11편이
보스턴을 출발해 로스앤젤레스를 향해 날아 올랐다.
뒤이어 8시 14분경 AA11편이
5명의 납치범들에 의해 납치되었다.
같은 시간 51명의 승객과 9명의 승무원 그리고
5명의 납치범을 태운 유나이티드 항공의 UA175편이
보스턴에서 로스앤젤레스로 이륙했다.
8시 20분에는 6명의 승무원과 53명의 승객 그리고
5명의 납치범을 태운 아메리칸 항공의 AA77편이
워싱턴에서 로스앤젤레스로 출발했다.
뒤이어 08시 26분 30초경 AA11편은
뉴욕으로 항로를 선회했고,
08시 46분 30초경,
AA11편이 시속 790km의 속도로
세계무역센터 북쪽 건물(제 1 세계 무역 센터)의
93층과 99층 사이에 충돌했다.
마지막으로 8시 42분에는 7명의 승무원과 33명의 승객
그리고 4명의 납치범을 태운 유나이티드 항공의 UA93편이
뉴저지주에서 샌프란시스코로 향했다.
잠시 뒤인 08시 58분 UA175편이 뉴욕으로 항로를 바꿨고,
곧이어 09시 03분 02초경, UA175편이 시속 950km의 속도로
남쪽 건물(제 2 세계 무역 센터)의
77층과 85층 사이로 충돌하였다.
09시 37분 46초경 AA77편이 시속 853km의 속도로
워싱턴의 국방부 건물과 충돌하고,
이어 약 09시 58분 59초경 세계무역센터 남쪽 건물이
완전히 붕괴되었다.
그리고 10시 03분 11초경 UA93편이 시속 926km의 속도로
피츠버그 동남쪽에 추락하였다.
뒤이어 10시 28분 22초경, 세계무역센터 북쪽 건물이
완전히 붕괴되고,
이 여파로 인해 47층짜리 세계무역센터 부속건물인
제7세계 무역 센터 빌딩이 오후 5시 20분 33초경
힘없이 주저앉았다.
제7세계 무역 센터의 붕괴 원인은
제 1·2 세계 무역 센터의 붕괴로
철골들의 잔해들이 튕겨나와
제7세계 무역 센터 건물을 타격한 것으로 보인다.
세계 최강대국 미국은 순식간에 아수라장으로 바뀌었고,
세계 경제의 중심부이자 미국 경제의 상징인 뉴욕은
하루아침에 공포의 도가니로 변하고 말았다.
미국의 자존심이 일거에 무너진 것은 뒷전으로 하고,
이 세기의 대폭발 테러로 인해
90여 개국 2,800∼3,500여 명의 무고한 사람이
생명을 잃었다.

사건이 일어나자마자 CNN 방송망을 타고 시시각각으로
사건상황이 전 세계에 생중계되면서 세계 역시 경악하였다.
이 사건으로 인한 피해는 4대의 항공기에 탑승한
승객 전원 사망, 워싱턴 국방부 청사 사망 또는 실종 125명,
세계무역센터 사망 또는 실종 2,500~3,000명 등
정확하지는 않지만 인명 피해만 2800~3500명에 달한다.
경제적인 피해는
세계무역센터 건물 가치 11억 달러(1조 4300억 원),
테러 응징을 위한 긴급지출안 400억 달러(약 52조 원),
재난극복 연방 원조액 111억 달러(약 12조 원) 외에
각종 경제활동이나 재산상 피해를 더하면
화폐가치로 환산하기 어려울 정도이다.
납치당한 4대의 항공기에는 4~5명의 납치범들이
탔을 것으로 추정되는데,
미국연방수사국(FBI)의 조사 결과 범인들은
모하메드 아타 등 19명의 알 카에다 조직원들로 알려졌다.
물론 이들은 비행기 충돌과 동시에 전부 사망했다.
미국은 사우디아라비아 출신의 국제 테러리스트인
오사마 빈 라덴과 그의 추종 조직인 알카에다를
주요 용의자로 보고 있으며,
그 밖에 팔레스타인해방기구(PLO) 산하의 무장조직인
하마스(HAMAS), 이슬람원리주의 기구인 지하드,
레바논의 헤즈볼라 등 다른 이슬람 테러조직들도
관여했을 것으로 보고 있다.
항공기가 세계무역센터 남쪽 건물과 충돌한 직후인
09시 29분, 부시 미국 대통령은 이 테러사건을
'미국에 대한 명백한 테러 공격'으로 규정하고,
이어 전국의 정부 건물에 대피령을 내리는 한편,
국제연합(UN), 시어스 타워(현 윌리스 타워),
디즈니랜드 등 주요 건물을 폐쇄하였다.
같은 날 금융시장 폐장 결정을 내린 뒤,
뉴욕과 워싱턴에 해군의 구축함 등
장비를 파견하였다.

세계 무역 센터(World Trade Center, WTC)는
미국 뉴욕 맨해튼에 위치했던 거대 복합 건물이었다.
이 쌍둥이 빌딩은 1973년 4월 4일에 개장하여
28년 동안 운영되었으나 9.11 테러로 인해
2001년 9월 11일 아침에 붕괴되었다.
같은 날 오후에는 쌍둥이 빌딩 붕괴로 인한 충격으로
7 월드 트레이드 센터 또한 붕괴하였다.
이 복합 단지의 다른 건물 또한 쌍둥이 빌딩의 붕괴로

2001년 9월 11일 아침, 알카에다의 사주를 받은 테러범이
보잉 767 2기를 납치하여 오전 8시 46분에 북쪽 건물,
오전 9시 3분에 남쪽 건물에 충돌하는 테러를 일으킨다.
화재 56분 후인 오전 9시 59분 남쪽 건물이 붕괴했으며
그로부터 29분 후인 10시 28분에는 북쪽 건물도 붕괴했다.

화재가 발생했고,
복합 단지 내의 나머지 모든 건물이 붕괴하고

이 과정에서 세계 무역 센터 단지 내
3개 건물이 화재로 인한 구조적 손상으로 붕괴했으며,
북쪽 건물이 붕괴하면서
그 파편이 인근의 7 세계 무역 센터로 떨어져,
손상을 입고 화재가 발생했으며,
결국에는 붕괴되었다.
붕괴 이후 세계 무역 센터의 잔해를
청소 및 정리하는데 8개월이 걸렸다.
10년이 더 지나서 세계 무역 센터의 잔해 주변에
신 세계 무역 센터가 건설되었다.

The September 11 attacks, often referred to as 9/11,
were a series of four coordinated terrorist attacks
by the militant Islamist terrorist group al-Qaeda
against the United States of America on the morning of Tuesday,
September 11, 2001.
On that morning,
four commercial airliners traveling from
the northeastern United States to California were
hijacked mid-flight by 19 al-Qaeda terrorists.
The hijackers were organized into three groups
of five hijackers and one group of four.
Each group had one hijacker who had received flight training
and took over control of the aircraft.
Their explicit goal was to crash each plane
into a prominent American building,
causing mass casualities and partial or complete destruction
of the targeted buildings.
The first plane to hit its target was
American Airlines Flight 11.
It was flown into the North Tower of the World Trade Center
complex in Lower Manhattan at 8:46 am.
Seventeen minutes later at 9:03 am,
the World Trade Center's South Tower was hit
by United Airlines Flight 175. Both 110-story towers
collapsed within an hour and forty-two minutes,
leading to the collapse of the other World Trade Center structures
including 7 World Trade Center,
and significantly damaging surrounding buildings.
A third flight, American Airlines Flight 77,
flown from Dulles International Airport,
was hijacked over Ohio. At 9:37 am,
it crashed into the west side of the Pentagon
(the headquarters of the American military)
in Arlington County, Virginia, causing a partial collapse
of the building's side. The fourth, and final flight,
United Airlines Flight 93, was flown in the direction
of Washington, D.C. This flight was the only plane
not to hit its intended target, instead crashing in a field near
Shanksville, Pennsylvania at 10:03 am.
The plane's passengers attempted to regain control
of the aircraft away from the hijackers and ultimately
diverted the flight from its intended target.
Investigators determined that Flight 93's target was
either the White House or the U.S. Capitol.
In the immediate aftermath of the attacks,
suspicion quickly fell onto al-Qaeda.
The United States formally responded by launching
the War on Terror and invading Afghanistan
to depose the Taliban, which had not complied with U.S. demands
to expel al-Qaeda from Afghanistan and extradite al-Qaeda leader
Osama bin Laden. Although bin Laden initially denied
any involvement, in 2004 he formally claimed responsibility
for the attacks.
Al-Qaeda and bin Laden cited U.S. support of Israel,
the presence of U.S. troops in Saudi Arabia,
and sanctions against Iraq as motives.
After evading capture for almost a decade,
bin Laden was located in a hideout in Abbottabad,
Pakistan and subsequently killed during Operation Neptune Spear.
The destruction of the World Trade Center and
nearby infrastructure seriously harmed the economy
of New York City and created a global economic recession.
Many countries strengthened their anti-terrorism legislation
and expanded the powers of law enforcement and
intelligence agencies to prevent terrorist attacks.
The U.S. and Canadian civilian airspaces were closed
until September 13, while Wall Street trading was closed
until September 17. Many closings, evacuations,
and cancellations followed, out of respect or fear
of further attacks. Cleanup of the World Trade Center site
was completed in May 2002, and the Pentagon was repaired
within a year. The construction of the World Trade Center complex's
replacement began in November 2006, and the building opened
in November 2014.
The attacks resulted in 2,977 fatalities,
over 25,000 injuries, and substantial long-term health consequences,
in addition to at least $10 billion in infrastructure
and property damage.
It remains the deadliest terrorist attack in human history
and the single deadliest incident for firefighters
and law enforcement officers in the history
of the United States, with 340 and 72 killed, respectively.
Numerous memorials have been constructed,
including the National September 11 Memorial & Museum
in New York City, the Pentagon Memorial in Arlington County,
Virginia, and the Flight 93 National Memorial
at the Pennsylvania crash site.

The World Trade Center
is a mostly completed complex of buildings
in the Lower Manhattan neighborhood of
New York City, U.S., replacing the original seven buildings
on the same site that were destroyed in the September 11 attacks.
The site is being rebuilt with up to six new skyscrapers,
four of which have been completed;
a memorial and museum to those killed in the attacks;
the elevated Liberty Park adjacent to the site,
containing the St. Nicholas Greek Orthodox Church and
Vehicular Security Center; and a transportation hub.
The 104-story One World Trade Center,
the tallest building in the Western Hemisphere,
is the lead building for the new complex.
The buildings are among many created by the World Trade Centers
Association. The original World Trade Center comprised
the Twin Towers, which opened in 1973 and were
the tallest buildings in the world at the time of their completion.
They were destroyed on the morning of September 11, 2001,
when al-Qaeda-affiliated hijackers flew two Boeing 767 jets
into the complex in a coordinated act of terrorism.

The resulting collapse of the World Trade Center caused
structural failure in the surrounding buildings as well.
The process of cleaning up and recovery
at the World Trade Center site took eight months,
after which rebuilding of the site commenced.
After years of delay and controversy,
reconstruction at the World Trade Center site started.
The new complex includes One World Trade Center,
3 World Trade Center, 4 World Trade Center,
7 World Trade Center, and one other high-rise office building
being planned at 2 World Trade Center.
The new World Trade Center complex also includes a museum
and memorial, and a transportation hub building
that is similar in size to Grand Central Terminal.
7 World Trade Center opened on May 23, 2006,
making it the first of five skyscrapers to have been completed
in the World Trade Center complex. 4 World Trade Center,
the first building completed as part of the site's master plan,
opened on November 12, 2013. The National September 11 Memorial
opened on September 11, 2011,
while the Museum opened on May 21, 2014.
One World Trade Center was opened on November 3, 2014.
The World Trade Center Transportation Hub opened to
the public on March 4, 2016, and 3 World Trade Center
opened on June 11, 2018.
2 World Trade Center's full construction was placed
on hold in 2009, and expected to be completed in 2022.
