조지 워커 부시(George Walker Bush 1946년 7월 6일 - )는
미국의 정치인이다.
2000년 대통령 선거에 공화당 소속으로 출마,
당선되어 2001년부터 43번째 대통령으로 재직했으며(제54대),
2004년 선거에서 다시 당선되어, 2009년 1월 20일까지 재임
하였다(제55대).
1989년 ~ 1993년 41번째 대통령으로 재직
한 조지 H. W. 부시의 장남으로, 미국 역사
상 두 번째로 전직 대통령의 아들로 재선
대통령의 자리에 올랐다. 그는 네오콘으로
집권 기간 중 테러와의 전쟁을 선포해 이라
크 전쟁 등의 전쟁을 일으키고,
미국발 세계 금융 위기의 책임으로
수없는 비판을 받기도 했다.

취임한 지 8개월 후인 9월 11일,
부시와 미국은 9.11 테러에 마주쳤다.
테러리스트들이 납치한 여객기들이 뉴욕의 세계무역센터와
워싱턴 D.C.의 펜타곤에 부딪히는 사건이 일어났다.
세계무역센터의 쌍둥이 빌딩은 무너지고 펜타곤의
한 부분이 파괴되었으며, 약 3,000명의 희생자외
6,000명 이상의 부상자를 내었다.
미국은 곧 사우디아라비아 출신 재벌 오사마 빈 라덴과
그의 테러리스트 기구 알카에다가 911 테러 뒤에 있었다는
결론을 내렸다. 빈 라덴의 본부들과 테러리스트 훈련소들은
아프가니스탄에 있었다. 부시는 아프가니스탄의 통치 단체
탈리반에 빈 라덴을 넘겨주고 훈련소들을 문닫으라는
명령을 내렸다. 탈리반이 거부하자,
부시는 테러에 전쟁을 선언하여 군사를 조직한다.
전쟁 선언은 연방 의회에 그 권한이 있다.
엄연히 말해자면, 이라크 전쟁은 국제정세 안정을 위한
미국의 치안 행위였을 뿐, 공식적인 전쟁은 아니었다.
더하여 한국 전쟁과 베트남 전쟁에서도 미국은 이와 같은
입장을 보였었다. 2001년 10월에 미국과 그 동맹국들은
아프가니스탄에 군사 선전을 하였다.

2001년 3월부터 미국 경제는 침체되기 시작하였다.
911 테러 후에 실업률이 늘고 경제는 더욱 악화되었다.
많은 항공사들을 포함한 회사들이 경기 침체 속에 가장
많은 피해를 입었다. 몇몇의 미국 항공사들은 파산되었고,
테러 후에 그들의 보안 시스템에 값비싼 정밀 검사를 해야 했다.
동시에 많은 사람들이 비행기 타고 여행을 하는 데
두려움을 느껴 항공사들의 소득이 급격하게 쇠퇴하였다.
의회는 현금 15억 달러의 일괄 예산을 통과시켜 국채가
피해를 입은 항공사들을 지원하는 데 도움을 주었다.
국가의 경제적 어려움은 2002년과 2003년에 계속 되었다.
경기 부양책으로 부시는 감세와 실업자 보조를 실시했다.
그는 또한 다른 나라들과 무역 협정들을 협상하는 데
더 넓은 권위를 의회에 물었다. 의회는 부시의 계획을 옮기는 데
법률 제정을 승인하였다. 그러나 부시가 요구한 것들보다
더 작은 감세를 통과시켰다.
2007년에는 미국의 초대형 모기지론 대부업체들이 파산한
서브프라임 모기지 사태가 일어났다. 이 사태는 미국 뿐만 아니라
전 세계의 금융 시장에 큰 영향를 끼쳤다.
일각에서는 이 사태의 원인으로 조지 W. 부시 행정부 시절의
신자유주의적인 경제 정책을 지목하고 있으나 아직까지
정확한 원인에 대해서는 전문가들 간의 많은 논쟁이 이루어지고 있다.

[테러 국가와의 관계]
조지 부시 대통령은 9·11 테러 이후 이슬람 무장 항쟁을
직·간접적으로 지원하거나 추인하는 일부 서남아시아 국가들과의
테러와의 전쟁을 선포했다. 2002년 국정연설에서 부시 대통령은
조선민주주의인민공화국, 이란, 이라크를 악의 축(axis of evil)이라고
표현해 화제가 됐다. 2003년에는 '무법 정권'(Outlaw Regime)이라는
표현을 사용했고, 2004년에는 '가장 위험한 정권'
(the most dangerous regime)이라는 표현이 등장했다.
2001년에는 탈레반이 오사마 빈 라덴 등을 지원했다는
혐의를 적용해서 아프가니스탄에 미군을 투입하여
아프가니스탄의 탈레반 정부를 붕괴시켰다.
2003년에는 이라크가 대량살상무기를 소지했다는 점을 들어
4년간 이라크 전쟁을 일으켜 수없는 비판을 받기도 했다.
그 뒤 2006년 12월에는 이라크 대통령 사담 후세인을 처형하고
이라크에 과도정부를 수립했으나 정치적 이견으로
이라크는 혼란에 빠지게 되었다.
아프가니스탄 전쟁, 이라크 전쟁 도중에 끊임없이
인질 사태가 발생하고 미국 내에서는 평화주의자들의
전쟁 반대 시위가 계속되었다.
9·11 테러 이후 체포된 테러 용의자들을 수감하기 위해
쿠바 관타나모 만에 관타나모 만 수용소를 세우기도 했다.
이 때문에 인권 침해 논란이 일기도 하였다.

is an American politician and
businessman who served as the 43rd
President of the United States from
2001 to 2009, and the 46th Governor of
Texas from 1995 to 2000.
The eldest son of Barbara and George H.
W. Bush, he was born in New Haven,
Connecticut. After graduating from Yale
University in 1968 and Harvard Business
School in 1975, Bush worked in oil
businesses. He married Laura Welch in
1977 and ran unsuccessfully for the
House of Representatives shortly
thereafter. He later co-owned the Texas
Rangers baseball team before defeating
Ann Richards in the 1994 Texas
gubernatorial election. Bush was
elected president in 2000 after a close
and controversial election, becoming
the fourth president to be elected
while receiving fewer popular votes
nationwide than his opponent. Bush is
the second president to have been the
son of a former president, the first
being John Quincy Adams (with the other
familial presidential relations being
the Harrison grandfather and grandson,
as well as the Roosevelts being 5th
cousins). He is also the brother of Jeb
Bush, former Governor of Florida.
Eight months into Bush's first term as
president, the September 11, 2001
terrorist attacks occurred. In
response, Bush launched the War on
Terror, an international military
campaign which included the war in
Afghanistan launched in 2001 and the
war in Iraq launched in 2003. In
addition to national security issues,
Bush also promoted policies on the
economy, health care, education, social
security reform, and amending the
Constitution to disallow same-sex
marriage. He signed into law broad tax
cuts, the PATRIOT Act, the No Child
Left Behind Act, the Partial-Birth
Abortion Ban Act, Medicare prescription
drug benefits for seniors, and funding
for the AIDS relief program known as
PEPFAR. His tenure saw national debates
on immigration, Social Security,
electronic surveillance, and enhanced
interrogation techniques.
Bush successfully ran for re-election
against Democratic Senator John Kerry
in 2004, in another relatively close
election. After his re-election, Bush
received increasingly heated criticism
from across the political spectrum for
his handling of the Iraq War, Hurricane
Katrina, and numerous other challenges.
As a result, the Democratic Party won
control of Congress in the 2006
elections. In December 2007, the United
States entered its longest post–World
War II recession, often referred to as
the "Great Recession", prompting the
Bush Administration to enact multiple
economic programs intended to preserve
the country's financial system.
Nationally, Bush was both one of the
most popular and unpopular presidents
in history, having received the highest
recorded presidential approval ratings
in the wake of the September 11
attacks, as well as one of the lowest
approval ratings during the 2008
financial crisis. Internationally, he
was a highly controversial figure, with
public protests occurring even during
visits to close allies, such as the
United Kingdom.
Bush left office in 2009, and was
succeeded as president by Barack Obama,
who ran on a platform of change from
Bush's policies. Since leaving office,
Bush has returned to Texas and
purchased a home in a suburban area of
Dallas. He is currently a public
speaker, has written a memoir titled
Decision Points, and his presidential
library was opened in 2013. His
presidency has been ranked among the
worst in recent surveys of presidential
scholars, although Bush has been viewed
more favorably by the public since
leaving office.
